1.0 INTRODUCTION

The Department was craved out of the Women & Child Development Department on 1st July, 2015 and given a distinct identity. After bifurcation of Women & Child Development Department in to Women & Child Development Department and Department of Social Security & Empowerment of Persons with Disabilities, the District Social Security Section, Dhenkanal came in to existence w.e.f from 01.12.2015 and became fully operationlised since 01.04.2016. It has been working for the welfare of the PWDs, ii) Elderly persons, iii) Transgender persons, iv) Social Security Pensions, v) Schemes on IPOP and vi) Schemes for prevention of Drug and Substance abuse. The activities of this section are supported by Govt. in SSEPD Department.

The District Social Security Officer is acting as the district level officer and head of the Social Security Section in the District and acting under the administrative control of Collector Dhenkanal. In each Sub-division there are Sub-divisional Social Security Officers (SSSOs) and acting under the administrative control of Sub-Collectors. In each block there are Block Social Security Officers (BSSOs) under the administrative control of Block Development Officers to deal with the matters relating to SSEPD Department.

3.0 Mission of the Department:

This section is functioning under the Department of Social Security & Empowerment of Persons with Disabilities. This is the nodal Department for formulating plans and programmes for development of Older persons, PWDS and transgender. The flagship programme of this Department includes Social Security Schemes, programmes for the welfare of the Disabled, Old Aged Persons and Transgender. The Section primarily deals with the following subjects.

1. Social Security Schemes.
2. Programmes for Older persons
3. Programmes for Welfare of PWDs
4. Schemes for prevention of Drug & Substance Abuse
5. Programmes for Transgender.
6. Programme of Beggars.

4.0 OBJECTIVE:

The main objectives of the Department are

  1.  
    1. To improve the social securities of old and destitute
    2. To provides social benefit to the poor household in the case of old age, Widow, unmarried women & Leprosy patients.
    3. To provide physical, social and psychological support to the poor/destitute aged persons.
    4. To Support and improve the financial condition of physically handicapped persons.
    5. To provide special aids and appliances to physically challenged persons.
    6. To improve the accessibility and equality of opportunity, promoting participation and inclusion and increasing respect for the independence and dignity of the persons with disabilities.
    7. To expand the outreach activities for welfare of Senior Citizens and create facilities for providing comprehensive rehabilitation services to the vulnerable elderly.
    8. To expand the outreach activities for protection of rights and entitlements of transgender persons in the state.
    9. To expand outreach activities for rehabilitation of beggars and create facilities for providing appropriate rehabilitation services.
    10. Prevention of Drug abuse.

5. SOCIAL SECURITY PROGRAMMES:

5.1 Madhu Babu Pension Yojana(MBPY)

Objective : To improve the social securities of old and destitute.

Beneficiary : Old and aged persons of 60 years of age and above, widows irrespective of age, Persons affected by Hansen’s diseases/ Leprosy with visible signs of deformity irrespective of age, unmarried women over thirty years of age ,Persons with Disabilities & AIDs patients .

Funding & amount of pension : Rs. 300/- is being paid to the beneficiaries per month under this scheme. The State Govt. bears all the expenditure under this scheme. Rs.500/- is being paid to the beneficiaries who are above 80 years.

Eligibility Criteria : The age of the beneficiaries should be more than 60 years.
He/She must be a permanent resident/domicile of Odisha.
He/She should not be involved in criminal activities.
His/her annual income should not be more than Rs.24000/- per annum or the family should be enlisted in the BPL category.
He is not in receipt of any other pension from the Union Govt. or State Govt.
Procedure for application : To get such pension the beneficiaries has to apply in the prescribed form to the concerned B.D.Os/ E.Os. The prescribed form on MBPY is as per Annexure-A.
Application forms may be obtained free of cost from the Office of the Block Development Officer or Executive Officer of the Municipality/NAC concerned.
Sanctioning Authority : The Sub-Collector sanctions pension in favour of the beneficiaries on the recommendation of the B.D.Os.
The eligible applications are being sanctioned on first come first serve basis from the waiting list.

Mode of Payment : The pension is being disbursed to the beneficiaries in shape of Cash at G.P head quarters on a fixed date i.e. 15th of each month i.e. on the Jana Seva Divas after due identification by the PRI members.

Transparency : Dissemination of beneficiaries list in the Block Office & G.P office.

5.2 National Social Assistance Programme (NSAP)

Objective : It is a social assistance programme targeted to the poorest sections of the population and provides social benefit to the poor household in the case of old age. Widow, PWD and death of the bread winner of the family.

5.2.1 Indira Gandhi National Old Age Pension Scheme(IGNOAPS)

Objective : To provides social benefit to the poor household in the case of old age.

Beneficiary : Old and destitute persons of 60 years of age and above,

Fund : This is a Govt. of India funded Scheme where the beneficiaries receive Rs.300/- per month under this scheme. Personers above 80 year of age are receiving Rs.500/- per month. Central Govt. is providing all the amount.
Eligibility Criteria : People in the BPL category with the age of 60 years and above are eligible to get the pension

How to get pension : To get such pension the beneficiaries has to apply in the prescribed form to the concerned B.D.Os/E.Os. The prescribed form on I.G.N.O.A.P is as per Annexure-B.
Application forms may be obtained free of cost from the Office of the Block Development Officer or Executive Officer of the Municipality/NAC concerned.
Sanctioning Authority : The Sub-Collector sanctions pension in favour of the beneficiaries on the recommendation of the B.D.Os.
The eligible applications are being sanctioned on first come first serve basis from the waiting list.

5.2.2 Indira Gandhi National Widow Pension Scheme(IGNOWPS)

Objective : To provides social benefit to the poor household in the case of widow

Beneficiary : Widow with the age of 40 years and above in the BPL category are eligible to get the pension

Fund : This is a Govt. of India funded Scheme where the beneficiaries receive Rs.300/- per month under this scheme..

Central Govt. is providing all the amount.
Eligibility Criteria : Widows who are within the age group of 40-79 years and belonging to a house hold Below Poverty Line are eligible to get the pension

How to get pension : To get such pension the beneficiaries has to apply in the prescribed form to the concerned B.D.Os/E.Os. The prescribed form on IGNWPS is as per Annexure-C.

5.2.3 Indira Gandhi National Disability Pension Scheme(IGNDPS)
Objective : To provide social benefit to the poor household in the case of PWDs

Beneficiary : People living Below Poverty Line with the age group of 18-79 years and having 80% and above /multiple disabilities are eligible to get the pension.
Fund : This is a Govt. of India funded Scheme where the beneficiaries receive Rs.300/- per month under this scheme. Central Govt. is providing all the amount. In addition to this State Govt. is providing Rs.200/- per month to each beneficiaries under IGNDP as all the IGNDP beneficiaries are above 80% disabled /multiple disabled.
Eligibility Criteria : PWDs who are within the age group of 18-79 years and having 80% and above /multiple disabilities and belonging to a house hold Below Poverty Line are eligible to get the pension

How to get pension : To get such pension the beneficiaries has to apply in the prescribed form to the concerned B.D.Os/E.Os. The prescribed form on IGNDPS is as per Annexure-D.

5.2.4 National Family Benefit Scheme:

Objective : To provides social benefit to the poor household in the case of death of the primary breadwinner of the family.

Beneficiary : Household below the poverty line on the death of the primary bread winner of the bereaved family. The benefit is being paid to the surviving member of the ‘house hold’ of the deceased who after local enquiry is determined to be the head of the household.

Fund : This is a fully Central sponsored scheme. Under this scheme Central assistance of Rs.20, 000/- is being be provided to household below the poverty line on the death of the primary bread winner of the bereaved family. Central Govt. bears all the expenditure on this scheme.

Eligibility Criteria : i) The bread winner will be the member of the household whose earning contributes to the total household income.

ii) The death of such a bread winner should have occurred while he or she is in the age group of 18 years to 59 years, i.e. more than 18 years and less than 60 years.
The bereaved household must be below poverty line

How to get pension : To get such benefit the beneficiaries has to apply in the prescribed form to the concerned B.D.Os/E.Os. The prescribed form on N.F.B.S is as per Annexure-E.
Application forms may be obtained free of cost from the Office of the Block Development Officer or Executive Officer of the Municipality/NAC concerned.

Sanctioning Authority : The Block Development Officers in case of blocks and the Executive Officers in case of ULBs sanctions benefit in favour of the eligible beneficiaries.
The eligible applications are being sanctioned on first come first serve basis from the waiting list.

Mode of Payment : The benefit is being disbursed to the beneficiaries by opening of Pass Book in the Bank or Post Office whichever is nearer to the legal heir .

6.00 Disability Welfare Programme.

6.1 Special School for the Disabled:

Objective : The aim of the Scheme is to provide education to the Hearing Impaired, Visually Challenged and Mentally Challenged children through special schools
Beneficiary : Hearing Impaired, Visually Challenged and Mentally Challenged children
Fund/ Financial Assistance : State Govt. & Central Govt.(Ministry of Social Justice & Empowerment sanction funds in favour of NGOs for running these Schools. Both State Govt. & Central Govt. sanction funds for maintenance of students and payment of staff salary /house rent & maintenance of building etc for running of the school.
Service provided : Residential as well as non-residential care and education to the Hearing Impaired, Visually Challenged & Mentally Challenged children

6.2. Banishree Scholarship to the Disabled Students.

Objective : To provide Scholarship to the disabled students studying from Primary to Post Graduation level.

Beneficiary : Orthopedically Challenged /Hearing Impaired/ Visually Challenged/Mentally Challenged students who are studying in the normal schools from Primary level to the University level including those pursuing technical education.
Fund/ Financial Assistance : State Govt. bears all the expenditure on this scheme. Scholarship is being provided to the students studying in different classes in the following rates.

Primary : Rs.200/- P.M
M.E & High School : Rs.250/- P.M
College (+2 & +3) : Rs.300/- P.M.
Post Graduation : Rs.350/- P.M
Engineering &Tech : Rs.350/- P.M

Eligibility Criteria : 1. The percentage of disability should be more than 40%.
2. The income of the family members should not be more than Rs.60000/- per annum.

How to get scholarship : The applicant has to apply in the prescribed form through their Head of the Institution along with the following documents.

Sanctioning Authority : In case of schools/educational institutions up to High School standard in rural areas, the concerned Block Development Officer is the Sanctioning Authority.
In case of schools/educational institutions up to High School standard in Urban areas as well as colleges/higher educational institutions in both rural & Urban areas the Sub-Collector is the Sanctioning Authority.

Mode of Payment : After due sanction the scholarship is being distributed to the students to his Bank/Post office Account.

6.3. Scholarship for children of PWDs pursuing Higher Education.

Objective : To provide Scholarship to the children of PWDs of lower income group who are facing difficulties in their livelihood and not able to give proper education to their children.

Beneficiary : Children of PWDs pursuing Higher Education
Fund/ Financial Assistance : State Govt. bears all the expenditure on this scheme. Student so eligible shall scholarship towards reimbursement of tution fees for the academic year subject to maximum of Rs.50,000/- annually.
Eligibility Criteria : The applicant must be bona fide resident of Odisha
The applicant should be a regular student of a recognized educational institution.
The applicant shall have annual family income below Rs.1,20,000/-, The applicant is not receiving any financial assistance from State Govt. or Central Govt. under any other scheme.
How to get scholarship : The applicant has to apply in the prescribed application form through their Head of the Institution along with the following documents.

The prescribed form for sanction of scholarship is mentioned at Annexure-G.
Sanctioning Authority : Collector sanctions the scholarship as per rules and procedures.

Mode of Payment : After due sanction the scholarship shall be distributed to the students to his Bank/Post office Account.

6.4. Pre-Matric & Post Matric Scholarship for PWDs students.

Objective : To provide Scholarship to the disabled students studying from Class IX to X ( Pre Matric) and Class XI to Graduation level & and to support students with disabilities to study further in order to prepare themselves to earn their livelihood and find a dignified place in the society as they face several barriers physical, financial, psychological and mental in pursuing studies and living with dignity.
Beneficiary : Orthopedically Challenged /Hearing Impaired/ Visually Challenged/Mentally Challenged students who are studying in the normal schools from Class-IX to the Graduation level .
Fund/ Financial Assistance : Central Govt. bears all the expenditure on this scheme. Scholarship is being provided to the students studying in different classes in the following rates.
Pre-Matric: Rs.8,465/- per Annum approximately.
Post-Matric: Rs.15,000/- per annum approximately.
Eligibility Criteria : 1. The percentage of disability should be more than 40%.
2. The income of the family members should not be more than Rs.2.00 Lakhs for Pre-matric & Rs.2.5 Lakh for Post-matric scholarship per annum.
3. Should not be getting any other centrally funded Pre-matric/Post Matric scholarship.
How to get scholarship : The applicant has to apply On-Line in http://scholarships.gov.in through their Head of the Institution uploading necessary documents.
Sanctioning Authority : Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment Government of India.
Mode of Payment : Direct on-line transfer through the portal to the Bank Accounts of the beneficiaries(DBT)

6.5. Supply of Special Aids.

Objective : To provide special aids and appliances to Physically Challenged persons to enable them to become active and mobile.
Beneficiary : Orthopedically Challenged /Hearing Impaired/ Visually Challenged persons..
Fund/ Financial Assistance : Special aids are now being distributed through the agencies like NIRTAR, ALMICO, IRCS and DRC who are receiving grant-in-aid from Govt. of India under ADIP Scheme.

Visually Challenged : Blind Stick
Hearing Impaired : Hearing Aids
Eligibility Criteria : Disabled persons having more than 40% disability & whose family income is less than Rs.2,40,000/-per annum are eligible to get the special aids
How to get aids and appliances : Special aids are being provided to the disables free of cost on the recommendation of the concerned Specilaists. The applicant has to apply in the prescribed form to D.S.S.O, Dhenkanal for this purpose along with the following documents.

6.6 Vocational Training Centre for the Disabled:
Objective : The main aim of the scheme is to provide training to adolescent/adults with disabilities for their economic development and to encourage the disabled persons to be self-employed and self-sufficient..
Beneficiary : Orthopedically Challenged/Hearing Impaired/ Visually Challenged and Mentally Challenged children
Fund/ Financial Assistance : Govt. of India , Ministry of Social Justice & Empowerment sanction funds in favour of the NGOs to run such V.T.C for the disabled. Govt. Sanction funds for payment of staff salary, maintenance /transport of trainees/house rent etc to run the programme.
Service provided : Vocational Training in different Trades

The Vocational Training Centre is functioning with the financial support from Govt. of India, Ministry of Social Justice and Empowerment & twenty disabled students are being trained in each trade.

6.7 Award of Incentive of Rs.50,000/- for marriage between PWDs and normal persons.

Objective : Award Incentive for the marriage between Persons with Disability (PWD) and other persons irrespective of category of disability so as to mainstream the Persons with Disabilities in the Society and enable them to lead a normal and dignified life and also to encourage the person to marry the persons with disability
Beneficiary : PWD who marriages to other normal persons
Funding & amount of incentive : The amount of incentive is fixed at Rs.50, 000/- (Rupees Fifty Thousand) only. State Govt. is providing all the amount.
Eligibility Criteria : Cash incentive award can be given to either of the spouse with disability if other person marries to a person with disability.
The bridegroom and bride must have completed 21 years and 18 years of age respectively at the time of marriage.
Either of spouses should have not availed the incentive award under this scheme earlier.
The said marriage should be dowry free
Should be a resident of Odisha.
How to get Incentive : To get such incentive the applicant has to apply in the prescribed application form in Annexure-I with all requisite documents like
• Disability Certificate issued by District Medical Board
• Marriage Registration Certificate issued by the competent registration authority of marriages.
• Three self attested post card joint photograph of the couple
• Residential certificate issued by Tahasildar
• Proof of joint account of the husband & wife along with Bank authorization for e-transfer.
Sanctioning Authority : On receipt of application Collector & District Magistrate shall cause verification by Tahasildar concerned who is designated as the Verification Officer and accord sanction after thorough scrutiny with reference to the guidelines and other relevant rules.

Mode of Payment : • The amount of marriage Incentive Award is to be disbursed to the couple through e.transfer to the joint account of the couple.
• The amount of incentive is to be fixed for 3 years in the bank account and there after the couple can withdraw under joint signature.
• In case the information submitted by the couple proved to be wrong at any time , they are liable for prosecution entailing of Rs.1,00,000/-, imprisonment up to 2 years and recovery of Marriage Incentive Award paid along with12% interest there on.

6.8 Free laptop to the Visually Impaired Students pursuing Higher Education.

Objective : Beneficiary Visually Impaired students having 40% disability or above pursuing 2nd year and above , Under Graduate and Post Graduate courses including M.Phil, PHD Law, Management, Medicine and other technical courses are eligible to get free laptop
Fund : State Govt. bears all the expenditure under this scheme.
Eligibility Criteria : • The applicant must be bona fide resident of Odisha
• The applicant must have Disability Certificate with 40% and above disability
• The applicant must be pursing 1st year and above, under Graduate or Post Graduate course, M.Phil, PHD, Law Management and other technical course.
• Disability Certificate with 40% and above disability
• The applicant shall have annual family income below Rs.1,20,000/-, The must not have received free laptop.

How to get the Laptop : • The applicant shall apply to the concerned Collector in the prescribed format (Annexure-J) along with Disability Certificate and recommendation of the Head of the institution.
• Collector will recommend the application to Director, WoPWD on the basis of the academic year of the student based on the certificate issued by the Head of the institution

6.9 MISSION KHYAMATA
• Programme for promotion of PWD SHGs is a component of Mission Shakti Programme.
• Minimum group strength of PWD SHGs is 5 (Males are also allowed).In case of Mentally Retarded and severe disability PwDs any of the Parents can be representative members.
• Each PwDs SHG so formed duly can avail assistance @ Rs. 20,000/-
• 74 SHGs.have been provided financial assistance under Mission Khyamata.

7.0 Prevention of Alcoholism & substance (Drugs) Abuse

Objective : To create awareness and educating the people about the ill effects of alcoholism and substance abuse on individual, the family & the society at a large.
To provide for the whole range of community based services for identification, motivation, counseling, de-addiction, after care and rehabilitation of addicts.

Fund : Govt. of India, Ministry of Social Justice & Empowerment provides fund for the following items.

As per Section- 7 of the Act , Tribunal has been constituted in each Sub-division for the purpose of adjudicating and deciding upon the order of maintenance under Section- 5. Govt. have declared the Sub-Collectors to preside over the Tribunals vide Notification No.16864 Dt.01.10.2009.

Appellate Tribunal has been constituted in each district and Govt. have declared the Collector & District Magistrate to preside over the Appellate Tribunal vide Notification No.16870 dt.1.10.2009.

The District Social Security Officer has been declared as the Maintenance Officer vide Notification No.16858/WCD Dt.01.10.2009

8.1 Old Age Homes
Objective : The aim of the scheme is to empower and improve the quality of life of older persons by providing physical, social, emotional, psychological and economic support to the aged ( 60 years above) and with a view to help them to continue to be usually active members of the community.
Fund ; The financial assistance is provided by State Government/Central Govt. in the form of Grant-in-aid to NGOs.
Beneficiary : Elderly persons of age 60 years and above and who lack family support and unable to feed for themselves.

The main aim of the programme is to provide accommodation, recreation and refreshment facilities to the old aged people who are 60 years above and there is no body to look after them. 8.5. State Award for Senior Citizens.

The “International Day for Older Persons” shall be organised on 1st Oct, 2017. To commemorate the day the State will organise various activities like seminars, workshops, community level activities like sports, and cultural shows for senior citizens. To recognize efforts made by eminent Senior Citizens and institutions/individuals regarding distinguished services for the cause of elderly persons. SSEPD Department has instituted State Awards for Senior Citizens namely (BAYOJYESTHA SAMMAN). During 2017-2018 one NGO and one individual of Dhenkanal District as detailed below have been awarded at the State level for their outstanding services for the Senior Citizens.
