Mission of the Department:

Livestock rearing is an important economic activity in the rural areas of the District contributing significantly to the farmers’ economy. It provides supplementary income to most of the family dependent on agriculture and for many landless families. Apart from providing a subsidiary income, livestock is also a source of protein in the form of milk, eggs and meat.Hence the mission of the Department is continuous improvement and development of this Sector in an organized and sustainable manner both for improvement of production and productivity of livestock for strengthening rural economy and for fighting malnutrition. The Department is continuously striving for rearing of genetically improved livestock and poultry by the farmers and for control of diseases in such animals and birdsby adopting adequate preventive strategies.

Activities of the Department:

  1. To boost up production of milk, meat and egg in the District by promoting modern scientific animal husbandry practices.
  2. Delivery of complete veterinary health care services to the livestock of the District.
  3. Adoption and promotion of preventive measures to control major animal diseases in the District.
  4. Genetic up-gradation of cattle and other livestock by providing AI services and promoting other breeding activities.
  5. To improve the Socio-economic condition by providing self–employment opportunities to the unemployed youth.
  6. Up gradation of small animals like sheep & goat through promotion and practice of good breeding and management practices.
  7. Strengthening of veterinary health care infrastructure for livestock in the District by integration of MVU activities to the institutional Veterinary health care delivery services.
  8. Establishment of dairy, poultry and small animal rearing farms through private efforts/entrepreneurs and by different government schemes.
  9. Promotion of scientific animal husbandry practices and dissemination of modern scientific knowledge to the farmers through different IEC activities in the District.

Details of Schemes/ Services of the Department

  1. Artificial Insemination to Cattle and Buffaloes (Under National Project on Bovine Breeding and Dairy Development, NPBB&DD):
    For genetic up gradation of Cattle and buffaloes, Artificial Insemination (AI) Services with improved quality bull semen is available to the cattle owners of the District across a well-established network of 170 AI Centers across the District. The services can also be provided at the farmers’ doorstep on request through portable cryogenic containers. The female calves produced out of AI have the potential to grow in to cows with considerable higher milk yield than their mothers.
  2. Backyard Poultry Development Scheme:
    In this scheme only BPL farmers are provided with 45 improved Vanaraja Chicks of 28 days age in 3 phases and a financial assistance or `1500/- is provided to each beneficiary for construction of night shelter for the birds.
  3. Livestock Insurance:
    It is a useful scheme for insurance coverage of Livestock of the District by which Dairy Cows, Buffaloes, Bullocks, Sheep and Goats can be insured. Farmers of all catergories can avail the benefits by insuring up to 5 large animals or 50 small animals in this programme. Premium is charged @ 1.8% of the sum insured and for Dhenkanal District, farmers belonging to BPL, SC or ST categories has to pay only 20% of the calculated premium and other farmers has to pay 40% of the calculated premium. The rest will be paid by the Department. If the animal is given every care and attention but dies of reasons beyond human control, the farmer gets back the cost from the insurance company following an insurance claim procedure.
  4. Establishment of Commercial Livestock Enterprises:
    Farmers willing to take up livestock farming in commercial scale can apply under CAE for large projects for layer farming, Small animal farming and integrated livestock fishery or livestock- horticulture farming. Farmers can apply online on the APICOL Website.
  5. Genetic up-gradation of Small Animals:
    This is a scheme where support is given to interested farmers (having previous experience in goat farming, eagerly interested to adopt modern technology but with lack of resources) to establish 50+3 Goatery units with 50% departmental assistance (maximum up to `50,000/-) without involvement of any financial banks. The assistance is given in 3 phases subject to satisfactory execution of work by the beneficiary as per the guidelines.

  6. Fodder Development Programme:
    Since green fodder plays a pivotal role in Dairy development programmes, integrated fodder development schemes are actively implemented by the Department.

     

    • Fodder Seed Multiplication programme:
      In Dhenkanal, Fodder Seed Multiplication programme in the farmers’ field is being undertaken since 2015-16. In the financial year 2016-17, 82 acres of land have been sown with fodder cowpea seeds out of which till date 318 Quintals of Cowpea seeds have been collected which will be distributed to the famers of the entire state in shape of minikits.
    • Fodder Minikitprogramme:
      Minikits of different fodder seeds are supplied to the farmers for demonstration and popularization of fodder cultivation from time to time.
    • Perennial fodder cultivation:
      Root slips of Hybrid Napier (CO-3 & CO-4) are being supplied to interested farmers at `0.50/slip for development of fodder plots.
  7. Veterinary Health Care Services:
    Veterinary Health Care services for diseased livestock is provided at all the Veterinary Hospitals and Dispensaries and first aid services at all the Livestock Aid Centers, Gomitra Centers and Integrated Livestock Development Centres (ILDC’s) under JK Trust Gram Vikas Yojana.

  8. Mobile Veterinary Units:
    In all eight Blocks Mobile Veterinary Unit is running with a team of a Veterinary Officer, Livestock Assistant and Attendant with the following objectives.

     

    • To provide veterinary care in the inaccessible pockets of the district.
    • To perform a minimum of 20 days tour in every month, the plan of which is prepared in advance and circulated to higher quarters and PRI members for successful implementation of the project.
    • To provide treatment, vaccination, basic disease diagnosis, disease surveillance and AI in the villages.
    • To create awareness among villagers in different aspects of animal husbandry, disease control and different departmental schemes.
    • To provide veterinary services during period of calamity and emergency.

  9. Control and Surveillance Programmes for Animal Disease:
    There are several infectious animal diseases that cause severe losses to farmers. Hence strategic control and surveillance programmes are being implemented in the District for the following diseases.

     

    • FMD control Programme:
      Foot and mouth disease is a contagious viral disease of cloven footed animals with high morbidity and low mortality. Cows, Buffaloes, Sheep, Goats and pigs suffer from the disease and rarely die out of it. But there are severe economic losses due to post FMD adverse effects like lower body weight gain, repeat breeding, reduced immunity to other diseases and reduced tolerance to stresses.
      A strict vaccination programme with twice a year inoculation schedule has been followed in the District with complete vaccination of all small and large animals. Vaccines are available in all the Veterinary Hospitals, Dispensaries, and Livestock Aid Centres.
    • Theileriosis Control programme:
      Theileriosis is a hemoprotozoan disease affecting mainly Cross Bred Cattle although indigenous breeds are also affected. The disease is transmitted by ticks and is invariably fatal. Treatment is expensive and effective if initiated only in the initial stages. The disease causes serious economic losses and is a direct threat to Dairy farming.
      An effective vaccine is available that gives solid immunity for about 3 years in endemic area. A control programme for the disease is going on in the District by vaccination of all Crossbred cattle with the Vaccine. The vaccine is expensive and is being made available to the farmers at a subsidized cost of `53.00/ dose. The vaccine is available in all Veterinary Hospitals and Dispensaries.
    • PPR Control Programme:
      Peste-des-petis-ruminants is a highly contagious viral disease of sheep and goats with high morbidity and mortality. The disease can cause death in thousands in the affected patches and has a catastrophic influence on small animal farming.
      An effective vaccine is available with which a control programme for the disease is run in the district by once a year vaccination of all sheep and goats against the disease. The vaccine is available in all Veterinary Hospitals and Dispensaries.
    • Anthrax Control programme:
      Anthrax is an acute fatal contagious, bacterial disease of livestock that can attain out break proportion in a short span of time causing heavy causality. The disease can be transmitted to human being also and has zoonotic importance.
      Vaccination of selected animals of the District is under taken under the Control programme for the disease.
    • Brucellosis Control and Surveillance programme:
      Brucellosis is a bacterial disease affecting many livestock species but is of prime importance in dairy cattle. The disease causes still birth in pregnant cattle leading to reproductive failure and consequently cause production loss.
      A concerted surveillance and control programme of the disease is run in the District by which blood and milk samples from suspicious subjects are collected and analysed by several tests (RBPT, ELISA, MRT) and vaccination programme in carried out in selected pockets to prevent the spread of the disease.
    • Avian Influenza Surveillance Programme:
      The importance of Avian Influenza and its impact on poultry industry and human health is known to every conscious citizen. The disease has played havoc in many parts of the state and it was recently reported from our neighbouring district Angul.
      Hence to prevent the spread of the disease, a strategic surveillance programme is run in the District where random samples from domestic birds are collected and sent to HSADL, Bhopal for detection of the Virus. The Department is in full preparedness to combat the virus in case it is detected in the random samples.
